Overview
International development projects focus on emerging markets. It is predicted that there will be a dramatic rise in the share of world output accounted for by developing nations. In fact, the World Bank estimates that if future trends continue, by 2020, the Chinese economy alone could be 40% larger than that of the United States, while the economy of India will be larger than Germany's economic output. For international business, the implications of this changing economic landscape are clear; many of tomorrow's economic and trade opportunities may be found in the developing countries of the world today.
These markets represent the long-term growth potential of Saskatchewan exports. There is no shortage of opportunities. The difficulty for our members in these regions is to source foreign buyer financing to purchase our goods and services. International development projects are a major source of funding for government agencies in developing countries.
These markets take a significant commitment of resources to develop. It is important to develop and maintain Saskatchewan’s profile in these markets. These projects allow us to sustain and increase Saskatchewan’s presence in these markets and may be viewed as paid business development for our companies.
International development projects create markets for Canadian goods and services. Through the programs of the Canadian International Development Agency (CIDA) alone, two thousand Canadian businesses are making connections with some of the world's fastest growing markets. These projects have a major economic impact here at home. Canada's aid program administered by CIDA is said to generate more than 35,000 jobs in Canada. Saskatchewan's share of these contracts is growing. There is much work to be done to ensure that we receive our "share" of contracts. Annually, the International Financial Institutions award over $1 billion in contracts to Canadian companies. Saskatchewan has the potential to build on the progress and successes over the past three years. International project management by STEP allows the flexibility to award contracts to qualified companies within our membership. This allows our companies to build their capacity to grow their participation in international projects and activities. In-country experience is a pre-requisite for success in international services marketing.
International projects provide a professional development opportunity for STEP staff where the valuable experience gained can be utilized in their other job-related duties. Project Management generates revenue for STEP which is re-invested back into our operations which adds resources for STEP to service our membership needs. International Project Management also provides opportunities for our members to deliver consulting, training, goods & services for these projects.

CURRENT PROJECTS
Facility for Agricultural Reform and Modernization (FARM) Program
The FARM, Facility for Agricultural Reform and Modernization, Program is funded by CIDA and is managed by STEP. FARM’s Canadian partners include the provinces of Alberta, Manitoba, and Saskatchewan. The Ministry of Agrarian Policy, Ukrainian Academy of Agrarian Sciences, and the National Agrarian University are the Ukraine partners.
The program has been designed to ensure a sustainable approach to agricultural development in the emerging market economy of Ukraine. This program will leave behind increased capacity in important institutions of the government and assist in creating new non-government institutions to aid in the reform process.
The FARM Program is strategic, positioning Canada as a leader in assisting with meaningful support as agricultural sector in Ukraine transitions to market based principles. Through ongoing commitment, this program is a solid investment for Canada and is sure to position Canadian companies to win contracts and complete commercial sales as the agricultural economy of Ukraine grows.
Program Goals
The FARM Program seeks to:
- Support the reform of Ukraine’s primary agriculture and food-related industries;
- Facilitate the creation of profitable farms and improved rural livelihoods under a market economy;
- Promote effective rural grassroots institutions participation in agrarian policy development; provide partnership opportunities for Ukrainian and Canadian companies and facilitate trade and investment links between Canada and Ukraine.
Program Components
Proactive Component: This component will support the development of agricultural
extension services in four target oblasts: Dnipropetrovsk, Rivne, Sumy, and Volyn.
Responsive Mechanism: The Responsive Mechanism is a grant fund to support individual
projects that address issues and contribute to achieving results under FARM main
areas of activities in Ukraine. Open to organizations from across Canada and
Ukraine, FARM seeks applications from strong, innovative organizations that are
currently directly or indirectly involved in the agriculture sector.
Status
The Program began in March, 2003 and will continue until February 29, 2008.
